Financing

The Øresund Bridge is financed through loans on domestic and foreign financial markets. The loans are repaid over time through revenue from the bridge, in that customers pay a fee to cross the bridge.

Loans taken out by Øresundsbro Konsortiet (the legal entity that borrows money to Øresundsbron) are guaranteed jointly and severally by the Danish and Swedish states. This lends a very high credit rating to the bonds issued by Øresundsbro Konsortiet. The company’s bonds have thus been credit rated by the international credit rating institute Standard & Poor’s, receiving the highest possible rating: AAA.

In 2018 the EU Court reached a decision on an annulment of the European Commission (EC)’s decision on State aid rules. The Consortium has therefore only raised unguaranteed borrowing hereafter. 2024, the European Commission announced its new decision on the question of State Aid. Future financing of the Øresundsbro Konsortiet will be on market terms, either through borrowing without government guarantees (which has been the case since 2018, see above) or through borrowing with government guarantees against payment of a market premium. The final model is expected to be finalised by the owners in 2025.

The Consortium has since 2020 a credit rating från Standard & Poor's without a state guarantee, the second highest achievable rating of AA+. The most recently updated rating from Standard & Poor's can be seen here:

The treasury department in Sund & Bælt Holding A/S handles the day-to-day financial management for the Øresund Bridge.

Borrowing requirements and loan programs

The company operates with a borrowing allowance that reflects the expectation of the coming year’s borrowing requirements, including a policy of having liquidity corresponding tosix months' net cash outflow.

The limit of the borrowing allowance is set at DKK 5 billion.
